• Law firm pushes for $15,000 campaign to stop pay rise bill Alderman Nick DiPaolo and Councilman Paul LaVara are on the payroll of a state law firm as they lobby the State Labor Relations Board to raise $15,000 to stop a bill that would raise workers' compensation premiums, according to documents obtained by the Herald.


On June 30, 2015, LaVara took the council to task for failing to attend a paid summer job fair in the city of Pueblo, even though LaVara had a membership in the Councilors of Public Works and Workforce Development Association (CPWA) and was involved in its executive committee, according to an email from CPWA's president, Tom Gourlay.

LaVara's involvement and the lack of a paid summer job fair and a discussion of the pay increase prompted Gourlay to send DiPaolo an email, suggesting the two may "be in the company of some real labor problems" that would require them to engage in more lobbying. LaVara, who took up the role of Mayor of Pueblo in 2013, has worked as the state's director of Public Works and Workforce Development since 2008.

Pueblo has a long history of public employees union involvement, including on the municipal payroll. The city-owned city services were privatized several years ago. Now, Pueblo public employee unions represent workers in almost half the city services, including bus drivers.

LaVara's letter to DiPaolo said in part that it's "extremely regrettable" that Gourlay doesn't appear on the staff lists, "given the important, highly publicized pay raise that he had to push through the council last weekend." He said the councilman and the rest of the "labor council" should "focus on a broader, more important issue."

On Tuesday, DiPaolo criticized the council's failure to come together and support pay hikes through both its leadership and its staff list. "What does their vote mean to us?" DiPaolo wrote. "Well…we need to focus on getting the city government back on track, and we should make sure they understand how important this is for them and for the people of Pueblo!"
